 Bishopthorpe councillor John Galvin, has spoken against plans by City of York Council to create a target for how long it takes to drive a mile in the morning rush hour.
John Galvin, who has been chairman of the York Transport Action Group, said: “In my opinion, targets do not mean a thing.
“It’s about what we do to improve the traffic flow, quite frankly. You can have all the targets in the world, but until we do things like dual the outer ring road with proper fly-overs, you will not change anything.” |
